The burning of the Kigonze transit center did not create those gaps. It is the clearest evidence of them, and it makes each worse. The most consequential response is not another announcement of new labs or centers. It is keeping the existing ones from being lost: paying the surveillance teams whose data the response runs on, stopping the military operations that destroy patient facilities, and repairing the trust that the village-centered approach needs in order to work. Mobile labs and rapid testing can shorten the path from infection to isolation, but only where that path is safe to travel. Until security forces stop being a source of risk to Ebola facilities and the workforce is paid, the 4,018 deaths are better read as a measure of where the response stands than as a ceiling on where the toll can go.
