An interceptor leaves its launcher in seconds. Replacing it can take years. That difference now reaches beyond the battlefield: it shapes what Washington can promise its allies, how long it can sustain simultaneous commitments, and which industries will matter most in the next phase of military competition.
Our forecast is a dual rebuild through 2027. The United States and its allies are likely to expand production of scarce high-end munitions while buying and integrating larger numbers of lower-cost systems. Military advantage will depend increasingly on the ability to sustain an effective force, not simply on the performance of its most impressive weapon.
The evidence for that transition is already visible in manufacturer agreements, Ukrainian procurement and current American and NATO programs. The shortage is changing the meaning of military strength.
In its July 31 assessment, the Center for Strategic and International Studies estimated that the Iran war had consumed about half the initial inventories of Patriot, THAAD and Precision Strike Missiles, and roughly a third for other named families, including Tomahawk. The distinction makes the problem more consequential, not less. A shortage concentrated in weapons with demanding missions and slow replacement can constrain options even when other stores remain deep. Inventory totals conceal that asymmetry. What matters is whether the available weapons match the commitments a government expects its forces to sustain. A reserve is strategically useful only to the extent that it supports those missions.
That creates a second measure of power alongside battlefield performance: endurance. A force may retain the ability to conduct an operation while becoming less comfortable about the resources left for the next one. The cost of each decision then includes the future flexibility it consumes.
Competitors can exploit the same pressure. Pressure does not have to produce a decisive battlefield defeat to impose a strategic burden. Sustained demands can force a stronger country to reconsider the duration, geography and terms of its commitments. How much flexibility remains becomes part of the competition. The factory's delivery schedule becomes part of the commander's freedom to act.
The factory's clock now constrains strategic choices.
The industrial response is substantial. On January 29, Lockheed Martin announced a framework to raise annual THAAD interceptor production capacity from 96 to 400 over seven years, together with a new Munitions Acceleration Center in Arkansas. The agreement identifies the destination. RTX's February agreements similarly target annual output exceeding 1,000 Tomahawks and 500 SM-6 missiles, alongside increases in other missile families. The frameworks extend up to seven years. An expansion must pass through investment, workforce preparation, qualified production and acceptance. Money can accelerate that sequence; it cannot make every stage occur simultaneously. The relevant question therefore changes from how much has been announced to how quickly usable output is arriving.
Here is the mechanism in slow motion. A government orders more weapons because consumption has reduced its margin. Industry commits capital against the expected demand. Output begins to rise, but continued consumption absorbs part of the increase. Inventories recover only when deliveries exceed the demands placed on them for long enough to rebuild the desired reserve. A growing factory and a recovering arsenal are related achievements, not interchangeable ones.

That is the hidden cost of optimizing an arsenal for a world that no longer exists. The savings from maintaining a lean system arrive gradually. The price of discovering that it cannot expand quickly arrives when strategic choices are already under pressure.
AI can shorten the factory's learning curve.

Artificial intelligence enters this story on both sides of production: in the equipment being built and in the processes used to build it. Lockheed Martin's planned Munitions Acceleration Center explicitly combines advanced manufacturing, robotics and digital technologies. The opportunity is to compress the path from design to qualified output. AI-assisted engineering can help teams evaluate alternatives; inspection and robotics can make repeatable processes easier to scale. Once a robotic capability is validated, its software can be distributed across compatible machines. The hardware still has to be built and commissioned, but every additional deployment need not begin its learning process from zero.
China starts from a formidable industrial footprint. The International Federation of Robotics recorded 295,000 industrial-robot installations there in 2024, representing 54 percent of the global total. That measures factory deployment, not a ranking of general-purpose AI models. Our outlook therefore includes a second industrial competition: who can convert better AI into shorter production cycles, higher yields and dependable output? For American suppliers, access to capable models becomes valuable when it improves the factory's performance. The opportunity extends to engineering tools, robotic integration, inspection and workforce preparation.
The human consequence is equally consequential. If productivity increasingly comes from replicated machine capability, rising output alone will not determine how households receive purchasing power. Part III examines that distribution question alongside the technological opportunity.

Ukraine has made affordable defensive mass a procurement reality.

Ukraine offers an important part of the response. On January 7, its Ministry of Defence reported that military units were receiving more than 1,500 anti-Shahed interceptor drones per day on average during December and January. The ministry explicitly linked these systems to layered air defense and conserving expensive missile stocks. The economic significance is the allocation of scarce capability. A lower-cost system that can reliably handle an appropriate class of threat helps preserve more demanding weapons for the missions that require them. Its value includes the expensive defensive resource it does not consume.
This is why a simple comparison between the purchase price of an attacking drone and an interceptor missile misses part of the calculation. The defender is also protecting people, infrastructure and continued operations. A costly defensive action may be entirely rational in the moment. The industrial failure would be to leave that expensive option as the routine answer to a threat that could be addressed effectively at lower cost.
Development speed also matters. In June, Ukraine's defense ministry described a Brave1-supported interceptor developer moving from prototype to combat deployment in less than a year. The lesson is not that every inexpensive drone replaces every sophisticated missile. It is that a force needs an affordable layer it can replenish and improve at the pace of the threats it encounters. The strength of the whole system depends on how those layers work together.
The United States is already changing how it buys scale.
The American Drone Dominance program makes the shift explicit. Its current public plan describes a $1 billion effort intended to purchase more than 200,000 small drones by 2027. As reviewed on September 13, the program page records 30,000 drones ordered in its first phase and places the second competition in progress. Their relevance to the broader argument is industrial. The program connects competitive evaluation with production orders and repeat phases. It aims to develop suppliers that can deliver at scale, rather than treating a successful demonstration as the end of the acquisition problem.
That changes the commercial test. Technical performance must survive manufacturing, repeat delivery and use by the intended operator. A company with a striking prototype still has to become a dependable supplier. A company that can improve a useful design while sustaining output has a different kind of advantage.
For readers assessing this market, the distinction separates publicity from a developing business. Follow completed deliveries, repeat orders and the conditions under which procurement advances. A place in a competition is an opening. It is not yet a durable revenue stream or proof of operational success.
The winning force needs both precision and affordable depth.
The best argument for the established defense model is that difficult military missions still demand exceptional performance. That argument has force. High-end systems perform functions that a cheaper platform may not reproduce, and procurement cannot ignore the consequence of an unsuccessful engagement.
But that does not answer the endurance problem. A force also needs sufficient depth and an affordable way to address recurring demands. The emerging answer is a portfolio: preserve and replenish the specialized weapons, while adding scalable systems that reduce avoidable dependence on them.
NATO's July Ankara summit illustrates the direction. Its published overview records a commitment to invest more than $40 billion over five years in counter-drone capabilities, alongside measures to expand manufacturing capacity and strengthen industrial cooperation. Taken together with the American program and missile-production agreements, the stronger conclusion is that the market is reorganizing around both performance and sustained availability. Incumbents and new entrants face the same commercial test: improve the effective capacity of the force.
This also puts a premium on integration. Different systems must support an operating model that people can use and maintain. Adding more equipment without solving those requirements can produce a larger inventory without a proportionate increase in dependable capability.

The spending response is enormous, but its return must be earned.
The President's FY2027 proposal would bring total defense funding to $1.5 trillion, according to the Congressional Budget Office. That is a proposed defense-funding total across budgetary channels, not a $1.5 trillion bill solely for the Iran war. The central economic question is what that spending buys. If it restores depth, reduces replacement times and builds useful capacity, it strengthens future options. If it mainly replaces consumed inventory without changing the operating economics, the country pays heavily to return toward an earlier position.
There is no sound business case for assuming that wartime expenditure repays itself through access to resources or reconstruction contracts. Any such return would require actual agreements, executable projects and cash flows. The obligation to finance procurement exists independently of those hoped-for benefits.
This is where the military argument meets the financial one. More spending can be necessary without being economically self-financing. The quality of the investment matters because money committed here competes with other national requirements, including the energy and computing infrastructure needed for the AI contest.
Part II will examine that balance sheet. For now, the key distinction is between expenditure that purchases immediate activity and investment that expands durable capacity. A strategic rebuild needs both, but it should not confuse them.
Through 2027, delivery speed will increasingly separate the winners.
Our base case is that the dual rebuild continues: larger high-end munition production commitments, wider procurement of lower-cost uncrewed and counter-drone systems, and pressure to make the industrial base deliver sooner. For businesses and institutions following the transition, three questions identify the most useful opportunities. Which production bottleneck is a funded program actually trying to remove? Which supplier has moved beyond a demonstration into repeat delivery? Which product or service improves the capacity of the complete system rather than only the specification of one component?
Track those questions against the milestones already announced. Late-2026 drone procurement phases can reveal whether competitive designs become sustained orders. During 2027, delivered quantities and repeat purchases will show whether the shift is becoming institutional rather than episodic. On the missile side, measured progress toward expanded output matters more than repeating the eventual target.
The forecast would need revision if major funding commitments are withdrawn, field results prevent the lower-cost layer from conserving scarce resources, or replenishment grows fast enough to remove the pressure driving the change.
The opening is already visible. Military competition is placing greater value on the ability to produce, integrate and replace useful capability at scale. The next advantage will not belong solely to whoever owns the most impressive weapon. It will also belong to whoever can keep an effective force supplied when the first inventory has been spent.

The Pivot: Rebuild the capacity to choose.

America should rebuild military endurance while creating room for conflicts to end. The objective is a force that can sustain its commitments without turning every confrontation into an unlimited claim on its future.
On the course described here, larger procurement commitments and cheaper systems will coexist, but replenishment will remain a race against consumption. The worse outcome is an expensive rebuild that leaves the underlying shortage intact. It can prevail when officials reward contracts signed, manufacturers protect existing programs, and nobody owns the question of whether usable reserves are actually recovering.
Defense leaders should begin with a joint review of commitments, consumption and qualified replacement capacity. That review should determine which capabilities need protected reserves, which missions can use a lower-cost layer, and which commitments require a different diplomatic or operational approach. Public reporting should show industrial progress without exposing sensitive readiness details.
Procurement authorities should then offer durable demand in exchange for verifiable deliveries. Give suppliers enough confidence to invest in tooling and trained staff; release expansion funding against demonstrated output and reliability. Preserve competition through interoperable designs and qualified alternatives. Contractors should bring robotics into the production bottleneck they can measure, with workers trained to commission, maintain and improve the equipment.
The strongest objection is that a country under pressure cannot wait for a redesigned industrial base. It should not. Sustain immediate defense while changing the next procurement cycle. High-end systems retain their role; lower-cost options must earn theirs through performance.
Diplomacy belongs in that sequence. Leaders should offer reciprocal, verifiable steps that reduce attacks and resource consumption while preserving defensive readiness. An agreement that reduces the need to fire can restore freedom of action sooner than a factory alone.
Over the next year, judge this course by qualified deliveries, replacement times and sustained operational effectiveness. If orders rise while those measures stagnate, redirect the investment. For suppliers, the opening is specific: remove a funded production constraint and prove repeat delivery. The purpose of rebuilding is to give the country choices it can afford to exercise.

Bring the question of security back to the household.
For a family reading this over breakfast, the useful question is where these commitments meet ordinary life. If your town expects a new factory, your employer seeks a defense contract or your child is considering a technical career, look beyond the announcement. Ask what is funded, what work has begun and which skills the employer will actually hire.
A practical first step is to follow one project that matters locally. Compare its public commitments with construction milestones, hiring notices and training opportunities. Before paying for a course or making a major career change, check the requirements against real vacancies. A promised industrial revival and an available job are different stages of the same story.
Public spending deserves the same attention. In a budget document or public meeting, ask what an expenditure is meant to achieve, how progress will be reported and what happens if the supplier misses its commitments. These questions do not require agreement on every foreign-policy issue. They make a specific promise easier to examine.
